Resolves YES if the German Bundeswehr or Lithuania's Ministry of National Defence officially declares the 45th Armoured Brigade to have reached Full Operational Capability (FOC) in Lithuania by 2027-12-31.
Interim milestones such as 'full headquarters capability', initial operational capability, or a partial troop presence do NOT count as FOC.
If the brigade deployment is formally cancelled or abandoned before FOC, resolves VOID.
