Resolves YES if a Seimas vote approving the new government's programme is recorded on or before 2026-08-01.
A vote that fails, is postponed past 1 August, or approval only 'in principle' without the binding mandate vote does NOT count as YES.
If the government is dissolved or the PM-designate withdraws before any programme vote is held, resolves VOID.
