Resolves YES if the 2027 state budget passed by the Riigikogu sets national-defence spending at 5.0% of GDP or more (in line with the government's KILP programme).
A draft budget, coalition agreement or ministerial statement alone does NOT count; the budget must be formally adopted.
If the 2027 state budget has not been adopted by the Riigikogu before 31 December 2026, resolves VOID.
